How to become a resident

Ready plots in the industrial park

From intent to investment, in 6 steps

  1. 01 Information Review the plot plan, the operating and access regulation and the list of permitted NACE activities, all documents are public and downloadable without an account.
  2. 02 Letter of intent Submit the letter of intent (template available): company details, business activity, plot of interest, estimated investment, expected jobs.
  3. 03 Confirmation The administrator registers the letter and communicates the next procedural steps.
  4. 04 Public allocation procedure Residents are selected under conditions of transparency and equal treatment; notices are published on the website, under News → Tenders.
  5. 05 Contracting Appearing before the administration within 10 calendar days of the award notice (art. 12.4; EUR 300 per working day of delay), then signing the administration and related-services contract and setting up the guarantees.
  6. 06 Implementation Permits and building authorisation, utility connections, start of the investment, with the administrator's assistance.

Tax incentives

By Local Council Decision no. 38 of 14 May 2026, adopted unanimously, the Lețcani Commune approved the local de minimis aid scheme for the residents of the industrial park and for the administrator company, with the opinion of the Competition Council no. RG/3354 of 28 April 2026. The scheme applies from 1 January 2026 to 31 December 2028. Unlike the Access Regulation, still under approval, the de minimis scheme is approved and in force.

Change of land use

How to obtain it

  1. 01 Application by 15 April The application (Annex 1 to the scheme), with supporting documents, is filed with Lețcani Town Hall by 15 April for the current year.
  2. 02 45 calendar days Processing takes 45 calendar days from completion of the file; the incentive is approved individually, by Local Council decision.
  3. 03 Certificate from the administrator The file includes a certificate from the park administrator confirming that contractual obligations are met: investment value, number of employees, deadlines.
  4. 04 Review by 31 December The incentive is reviewed annually: documents are re-filed by 31 December for the following year.

Conditions and limits

  • No outstanding debts to the state or local budgets; no insolvency, liquidation or dissolution; the company is not an “undertaking in difficulty”.
  • The activity is not in the excluded sectors: fisheries and aquaculture, primary agricultural production, export-related activities.
  • Ceiling of EUR 300,000 per single undertaking over 3 consecutive fiscal years (Regulation (EU) 2023/2831); the total budget of the scheme is RON 3,500,000, estimated for 15 beneficiaries.

Costs

  • Land use fee EUR 1.7/sqm/year, value stated in the draft Regulation; the amount is approved by decision of the Iași County Council.
  • Administration fee, up to 50,000 sqm EUR 1.00/sqm/year + VAT.
  • Administration fee, 50,001–150,000 sqm EUR 0.85/sqm/year + VAT.
  • Administration fee, above 150,000 sqm EUR 0.50/sqm/year + VAT.
  • Common maintenance costs Fixed share estimated on the annual budget, payable in advance, reconciled at year end against actual costs.
  • Participation guarantee RON 8,000.
  • Land and building tax (Law no. 186/2013) RON 0.

The administration fee applies in brackets, each portion of the area charged at its own rate, and covers lighting of common areas, cleaning and snow removal, upkeep of internal roads, maintenance of shared infrastructure, video surveillance and perimeter guarding. Contractual good-payment guarantee: in cash, equal to three monthly instalments of the administration fee and of the other amounts due to the administrator, deposited within 5 working days of signature (art. 14.9 (2)). Fulfilment of the investment commitment is not secured by bank instruments, but through the penalty regime and recovery of the incentives granted. The draft Regulation provides no fee reductions.

Planning regime

The area is regulated by an approved Zonal Urban Plan (U.T.R. AI 1, 2, 3, industrial park, administrative, production and complementary functions). Indicators: max. building coverage (P.O.T.) 60 %, max. land-use coefficient (C.U.T.) 2.5, max. height 16 m. The areas occupied by the administrative headquarters and the main parking lot are not part of the plots available for allocation.
